Children's Safeguarding Review Lead

About the Role

Shropshire Council is seeking an experienced and highly motivated Children's Safeguarding Review Lead to support the delivery of high-quality safeguarding practice, quality assurance, and learning across Children's Social Care.

This pivotal role will work closely with the Principal Social Worker (PSW) and Service Manager for Quality Assurance, leading on safeguarding reviews, learning activities, and partnership working to ensure continuous improvement in outcomes for children and families.

Pay Rate: 41.42 Umbrella
Working Arrangements: Hybrid Working (1-2 days per week in the office, remainder home-based)


Key Responsibilities

  • Support the PSW/Service Manager for Quality Assurance in safeguarding partnership activities and review processes.
  • Coordinate and facilitate Safeguarding Incident Notification meetings, ensuring accurate recording and timely progression of actions.
  • Lead on reviewing records and analysing information Rapid Reviews, Domestic Homicide Reviews, Safeguarding Adult Reviews and Anti-Social Behaviour Case Reviews.
  • Prepare high-quality Scoping Forms, Information Management Reports (IMRs), detailed chronologies, and other review documentation.
  • Represent Children's Social Care at multi-agency meetings, contributing professional analysis, risk assessment, and learning recommendations.
  • Attend and contribute to Case Review Panels, Practitioner Learning Events, and other quality assurance forums.
  • Deputise for the Service Manager for Quality Assurance at relevant safeguarding partnership groups, panels, and governance meetings.
  • Lead the dissemination of learning from local and national Child Safeguarding Practice Reviews across the workforce.
  • Design and implement methods to evaluate the impact of learning on frontline practice and service delivery.
  • Deputise for and represent the PSW/Service Manager for Quality Assurance as Children's Social Care representative at Child Death Overview Panel (CDOP) meetings, providing information and professional representation at Joint Agency Reviews, Child Death Review Meetings, and associated forums.
  • Coordinate and monitor actions arising from reviews, learning events, panels, safeguarding groups, and CDOP activity, ensuring timely completion, evidence of impact, and reporting through appropriate governance routes.
  • Support practice improvement initiatives, including the development and delivery of learning sessions, workshops, briefings, and practice resources.
  • Contribute to the Quality Assurance Framework through audits, dip sampling, thematic reviews, and analysis of trends, themes, and performance data to drive service improvement.
  • Represent the Service Manager for Quality Assurance at other relevant internal and external meetings, panels, committees, and partnership forums as required.

Skills/Experience

  • Significant experience within Children's Social Care, safeguarding, quality assurance, service improvement, or a related field.
  • Strong knowledge of child protection legislation, safeguarding frameworks, and statutory guidance.
  • Experience contributing to safeguarding reviews, audits, inspections, and multi-agency learning processes.
  • Excellent analytical, report-writing, and presentation skills.
  • Experience producing high-quality chronologies, reviews, Information Management Reports (IMRs), and management reports.
  • Confidence in representing services at senior multi-agency meetings and panels.
  • The ability to analyse complex information and identify key learning themes and recommendations.
  • Outstanding communication, organisation, and stakeholder management skills.
  • A commitment to continuous improvement and embedding learning into practice to improve outcomes for children and families.
  • A full driving licence and access to a vehicle.
