This is an exciting opportunity for a highly experienced SEND professional to make a lasting impact by supporting the development of a fair and evidence-based banding model that will shape future funding decisions across mainstream, specialist and post-16 education settings.

Working independently, you will lead the testing and refinement of a proposed SEND banding framework, develop a comprehensive cost library to underpin funding decisions, and ensure the work is aligned with emerging national SEND reforms and the Schools White Paper.

The Role

As the successful consultant, you will provide expert advice and analysis, working closely with local authority officers, schools and finance teams to ensure the proposed funding framework is accurate, transparent and fit for the future.

Key Responsibilities SEND Banding Framework
  • Lead the testing and validation of the proposed SEND banding framework.
  • Use case studies, data analysis and scenario modelling to assess fairness, consistency and financial accuracy.
  • Identify areas for improvement and recommend practical enhancements.
  • Ensure the framework reflects levels of need across mainstream, specialist and post-16 education settings.
Cost Library Development
  • Design and develop a transparent, evidence-based cost library to support funding decisions.

About You

This is an excellent opportunity for a Qualified Social Worker (QSW) with experience in Children's Social Care, Safeguarding, Child Protection, MASH, Assessment, Early Help or Duty & Assessment Services.

As a Consultant Social Worker within the Front Door Service, you will play a vital role in ensuring children, young people and families receive the right support at the right time. You will work closely with Family Help Services, Education, Health, Police and partner agencies to assess safeguarding concerns and identify appropriate interventions.

ABOUT THE TEAM

The Family Support & Advice Line is Dorset Council's first point of contact for safeguarding referrals and requests for support.

The service is relationship-based, restorative and strengths-focused, working collaboratively with children, families and professionals to improve outcomes and reduce the need for statutory intervention wherever possible.

Operating 365 days per year, the service includes an Out of Hours provision. Consultant Social Workers participate in a rota system, including overnight on-call duties approximately once every fortnight.

KEY RESPONSIBILITIES

Screen and assess safeguarding contacts and referrals

Provide consultation, advice and support to professionals and partner agencies

Make informed decisions regarding thresholds and interventions

Undertake risk assessments and safeguarding decision-making

Work closely with MASH partners and Family Help services

Identify Children in Need (CIN), Child Protection and Early Help pathways

Promote strengths-based and restorative practice

Maintain high-quality case recording and statutory documentation

Contribute to service development and continuous improvement

REQUIREMENTS

Qualified Social Worker (QSW)

Social Work England Registration

Degree in Social Work or equivalent qualification

Experience within Children's Social Care

Experience in MASH, Front Door, Duty & Assessment, Child Protection, Safeguarding or Early Help Services

Strong risk assessment and decision-making skills

Excellent communication and partnership-working abilities
