Interim Project Manager SEND Transformation (2 Opportunities)

Contract: Interim 16 Weeks
Location: Hybrid Working
Sector: Education SEND Transformation

Our client is seeking two experienced Project Managers to support the delivery of key SEND transformation programmes. These are exciting interim opportunities for professionals with a strong background in programme delivery, stakeholder engagement and implementing change across complex public sector environments.

Working alongside education, health and wider programme partners, you'll play a pivotal role in mobilising and delivering high-profile initiatives that will improve outcomes for children and young people with Special Educational Needs and Disabilities (SEND).

We are recruiting for: Project Manager Experts at Hand (EAH)

You'll lead the implementation of an innovative pilot programme across approximately 36 primary and secondary schools, ensuring successful mobilisation and delivery against an established implementation plan.

Key responsibilities include:

  • Leading the day-to-day delivery and mobilisation of the EAH pilot.
  • Coordinating school onboarding, implementation support and stakeholder engagement.
  • Managing programme plans, milestones, risks, issues and dependencies.
  • Working collaboratively across education, health and SEND services to ensure successful delivery.
  • Supporting implementation of the Team Around the Setting (TAS) model.
  • Coordinating communications and engagement activities with participating schools and partners.
  • Monitoring programme readiness and ensuring operational requirements are in place.
  • Collecting performance data, lessons learned and evaluation evidence.
  • Preparing programme reports, governance papers and highlight reports.
  • Maintaining programme documentation, action logs and risk registers.

Successful delivery will include:

  • Engagement and support for all participating schools.
  • Successful mobilisation for programme launch.
  • Effective implementation of Team Around the Setting (TAS) arrangements.
  • Delivery of programme milestones within agreed timescales.
  • Robust evaluation evidence to support future programme development.
  • A seamless handover to the permanent postholder.
Project Manager Inclusion Bases

You'll lead the mobilisation and implementation of a new Inclusion Base programme across approximately 18 primary and secondary schools, supporting schools through planning, readiness and programme delivery.

Key responsibilities include:

  • Leading day-to-day implementation of the Inclusion Base programme.
  • Coordinating school onboarding, planning meetings and stakeholder engagement.
  • Driving delivery against agreed implementation plans and milestones.
  • Supporting schools to implement the Inclusion Base model and operational requirements.
  • Coordinating activity across education, health and corporate services.
  • Monitoring readiness and ensuring launch criteria are achieved.
  • Supporting governance arrangements, referral pathways and operational processes.
  • Coordinating communications and engagement with participating schools.
  • Managing programme risks, issues and dependencies.
  • Collecting implementation data and producing programme reports.
  • Developing evaluation evidence, impact reporting and case studies.
  • Maintaining programme documentation, action logs and risk registers.

Successful delivery will include:

  • Mobilisation of all participating schools.
  • Inclusion Bases prepared for successful launch.
  • Clear operational processes and governance arrangements established.
  • Delivery of programme milestones to time and quality.
  • Strong implementation evidence to support future rollout.
  • A smooth transition to the permanent postholder.
About You

We're looking for experienced Project Managers who can quickly establish credibility, build strong stakeholder relationships and deliver complex programmes in fast-paced environments.

You will ideally have:

  • Proven experience delivering transformation or implementation programmes within the public sector.
  • Excellent project management skills, including planning, governance, risk and issue management.
  • Strong stakeholder management and partnership working experience.
  • The ability to coordinate multiple workstreams and deliver against challenging deadlines.
  • Excellent communication, facilitation and reporting skills.
  • Experience within education, SEND, children's services, health or local government would be highly desirable.
