One of my local government clients is seeking an experienced Brokerage Officer to join the Commissioning Team. This role supports the sourcing, arranging and amending of care packages, placements and supported living services for adults, including older people, individuals with learning disabilities and those with mental health needs.

Working collaboratively with Service Managers, Senior Practitioners and Care Managers, the Brokerage Officer will ensure placements and services are procured in line with council policies, Standing Orders and value-for-money principles.

Key Responsibilities:

  • Deliver a placement brokerage function within adult services, including older people, learning disabilities and mental health.

  • Work within the Commissioning Team to contribute to market management and provider engagement.

  • Ensure timely supplier set-up, contracting, amendments and service changes.

  • Source appropriate services for individuals with no recourse to public funds where required.

  • Maintain accurate and consistent records on Mosaic and CM2000.

  • Provide accurate and robust financial and service information to support forecasting and community care charging.

Skills and Experience Required:

  • Previous experience in a brokerage, placement or commissioning role within adult social care.

  • Strong knowledge of residential care, nursing placements and supported living services.

  • Understanding of market management and procurement processes.

  • Ability to navigate complex or contentious placement issues.

  • Experience using Mosaic, CM2000 or similar care management systems.

  • Strong negotiation, communication and organisational skills.

  • Excellent accuracy in record keeping and compliance with internal procedures.

About the role

The Housing Officer will provide a comprehensive housing management service for tenants living in the Council s general needs properties. You will provide advice, guidance and support to tenants and members of the public through office interviews, home visits, telephone calls, correspondence and email, with a strong emphasis on customer care and service quality.

The postholder will also work closely with internal departments and external partner organisations to help sustain tenancies, support vulnerable tenants, resolve tenancy issues and improve outcomes for residents and communities.

DUTIES AND RESPONSIBILITIES INCLUDE:

  • Deliver a housing management service to tenants of the Council s general needs properties.
  • Provide advice, information and assistance to tenants and members of the public through a range of contact channels, including face-to-face, telephone, email and written correspondence.
  • Support new tenants during the settling-in period, including carrying out settling-in visits within four weeks of tenancy start.
  • Work with internal teams and external agencies to support tenancy sustainment and coordinate appropriate support packages for tenants.
  • Refer tenants to specialist income officers where appropriate for rent support, income maximisation and rent recovery advice.
  • Complete income and expenditure assessments with tenants to help ensure they receive all benefits and support they are entitled to.
  • Review introductory and flexible tenancies within required timescales and make informed decisions relating to tenancy matters.
  • Investigate and process tenancy management requests including transfers, mutual exchanges and succession cases in line with legislation and policy.
  • Investigate breaches of tenancy conditions and take appropriate action, including legal action where necessary.
  • Manage cases involving anti-social behaviour, neighbour nuisance and tenancy-related disputes, working in partnership with agencies such as the police and social services.
  • Prepare case files, witness statements and evidence bundles to support enforcement and court action where required.
  • Promote tenant participation, engagement and equality of opportunity across the service.
  • Work with residents and partner agencies to develop and maintain community agreements.
  • Undertake estate inspections and health and safety checks, ensuring housing stock and communal areas are managed effectively and issues are addressed promptly.

ESSENTIAL REQUIREMENTS INCLUDE:

  • A minimum of 2 years relevant experience in a customer-focused environment.
  • An understanding of current housing issues and the local and national political and social context in which local authority housing services operate.
  • The ability to encourage and support tenant participation and engagement.
  • Confidence in dealing with financial matters, including basic income and expenditure work.

This is a casual, ad hoc role requiring a high level of flexibility. Work is offered on an as-required basis, with shifts covering 12- or 24-hour standby periods. There are no guaranteed hours, and this role should not be relied upon as a full-time or primary source of income.

In this role, you will visit client sites to conduct drug and alcohol testing on employees, supporting workplace safety and compliance. Testing may take place in safety-critical environments such as factories, airports, manufacturing facilities, and similar settings. No two days are the same, making this a varied and engaging opportunity for someone who enjoys independent, people-facing work.

You must provide three days per week that you are available to be on call as well as two weekends in a month. You will then be allocated to 1 day per week and 1 weekend in a month to be on standby. The weekly standby you will do will run from 6pm-6pm and the weekend standby you cover will be Friday 6pm Monday 6pm. On the days you are on standby, you may not have any call outs or prebooked visits. On these occasions you would be paid a standby rate of £22 for the full day, you could be called out anytime including late at night. You will work for your team s region, but you must be prepared to travel up to 50 miles.

Field Operations Support:

Key Management:

  • Oversee the installation of key locks and key cutting to ensure all properties are secure.
  • Maintain an organised and up-to-date key management system, ensuring all keys are properly logged and tracked via the key management member of staff.
